Abrasive content. Four 25.4 - mm square shall be
cut, one from each quadrant of the sample pad. The four squares shall be ashed
together using the ashing procedure above. The residue shall be considered the
abrasive content. Subtract the vessel weight and record the weight of the
abrasive content. Calculate the percentage of abrasive content by weight for
conformance to the applicable requirements.
Abrasive distribution. Using the ash obtained above, assemble clean
nested sieves with the pan in place, nesting the 100, 150, 200, and 270 mesh
screens from top to bottom. Place the sample to be sieved into a small glass,
agate, or polished porcelain mortar. Rub the mass, while avoiding grinding to
break up agglomeration of the individual finest particles. Avoid too vigorous
action that may cause static electricity on the particles. Transfer the
loosened mass to the top of the sieve set. Carefully assist the particles with
crosswise rather than downward actions on the top screen. Use small semi-stiff
hair or fine bristle brushes trimmed to 1/2 to 3/4 inch long, and other
convenient tools, such as a smooth edged scraper or spatula to move the
particles back and forth over the screen until all particles of appropriate
size have passed through. (Avoid shaking the sieves, because the action could
cause further agglomeration and would give false results favoring the larger
sizes). Remove the top screen and repeat the procedure on the next finest
screen. Proceed likewise from top to bottom until the finest action is through
to the pan. Collect, weigh, and record for each fraction noting screen size.
Total the weights of all fractions recovered. (Note - This will invariably be a
little less than the total ash weight.) Compute the percentage of each size
fraction on the basis of the total recovery weight for conformance to the
applicable requirements.
Regulatory requirements. In accordance with the Section 23.403 of the
Federal Acquisition Regulations, the Governments policy is to acquire items composed
of the highest percentage of recovered materials practicable, consistent with maintaining
a satisfactory level of competition without adversely affecting performance
requirements or exposing suppliers’ employees to undue hazards from the
recovered materials.
Preservation, packaging, packing, labeling, and
marking. The preservation, packaging, packing, labeling, and marking shall
be as specified in the contract or purchase order.
