below the skirt of the machine when in place. The retaining collar is for centering the pad and to help hold the pad in place. The medium for driving the floor pad shall provide for a quick change, non-slip, positive rotation of the pad capability. Positive rotation shall be accomplished without the use of mechanical devices. The driving medium shall be capable of holding the pad in place when the machine is tilted back without the assistance of the retaining collar. The drive assemblies for holders between 14 inches and 20 inches in diameter shall provide for a flow through or shower feed capability, except as noted. When specified, other size holders shall be so equipped (see notes).
The Type I floor pad holder (driving medium) shall consist of a flat-faced, wood block with short, stiff, plastic bristles (Malish “Pad-lok” type material) protruding from the face. The type I pad holder does not have the shower feed capability. The riser can either be an integral part of the wood block or attached to it by means of screws or other mechanical means.
The Type II floor pad holder (driving medium) shall consist of short, stiff, plastic bristles protruding from a non-porous backing material (“Insta-lok” type material). This backing is glued to a closed cell, sponge rubber cushion. The sponge rubber cushion is glued to a stiff, non-porous backing. This unit can either be an integral part of a molded block and riser or attached to a block and riser by screws or other mechanical means.
The Type III floor pad holder (driving medium) shall consist of short, molded plastic hooks protruding from a non-porous backing material (“EWU” type material). This backing is glued to a closed cell, sponge rubber cushion. . The sponge rubber cushion is glued to a stiff, non-porous backing. This unit can either be an integral part of a molded block and riser or attached to a block and riser by screws or other mechanical means.
Workmanship. The floor pad holders (drivers) shall be free from any defects, imperfections, or material that would adversely affect either performance or may cause undesirable effects during use, such as marring the floor when heeling.
Regulatory requirements. In accordance with the Section 23.403 of the Federal Acquisition Regulations, the Government’s policy is to acquire items composed of the highest percentage of recovered materials practicable, consistent with maintaining a satisfactory level of competition without adversely affecting performance requirements or exposing suppliers’ employees to undue hazards from the recovered materials.
Responsibility for inspection. . Unless otherwise specified, the supplier is responsible for the performance of all inspection requirements as specified herein. Except as otherwise as specified, the supplier may utilize his own or any other inspection facilities and services acceptable to the Government. Inspection records of examinations and test shall be kept complete and available to the Government as specified in the contract or purchase order. The Government reserves the right to perform any of the inspections set forth in the CID where such inspections are deemed necessary to assure that supplies and services conform to prescribed requirements.
