similar deficiency or lack of lubrication shall be cause for rejection. The commutator(s) shall be visually examined. There shall be no evidence of burning or pitting.
3.12.3 Vacuum producer water lift. When tested in accordance with ASTM F558, the vacuum producer shall perform according to values listed in table 1.

3.13 Manuals. Each cleaner shall be furnished with a manual of operating
instructions. The class B and C cleaners shall also be furnished with a
handbook of maintenance instructions with an Illustrated Parts Breakdown (IPB).
The IPB shall identify all components by part number to the lowest repair
level.
3.14 Workmanship. The cleaner and all accessories shall be constructed
assembled, and finished in a manner to assure good quality equipment of a neat
general appearance and free from imperfections which may affect durability,
serviceability, and appearance.
3.15 Measurement system. The values stated in inch-pound units are to be
regarded as the standard. The metric values stated in parentheses are provided
to an accuracy of three significant digits and are for informational purposes
only.
3.16 Metric products. Products manufactured to metric dimensions will be
considered on an equal basis with those manufactured using inch-pound units,
providing they fall within the tolerances specified and all other requirements
of this document are met. If a product is manufactured to metric dimensions and
those dimensions exceed the tolerances specified in the inch-pound units, a
request should be made to the contracting officer to determine if the product
is acceptable.
3.17 Commercial item. The use of the term “commercial item” in this
document does not imply that any item or items offered are not required to
conform with all requirements specified herein.
4. REGULATORY REQUIREMENTS
4.1 Regulatory requirements. The offeror/contractor is encouraged to use
recovered materials to the maximum extent practicable, in accordance with
paragraph 23.403 of the Federal Acquisition Regulation (FAR).
5. QUALITY ASSURANCE PROVISIONS
5.1 Contractor Certification. The contractor shall certify and maintain
substantiating evidence that all items being offered for acceptance meet the
requirements of this Commercial Item Description and conform to the
manufacturer’s drawings, specifications, standards, and quality assurance
practices. The Government reserves the right to require proof of such
conformance prior to first delivery and thereafter as provided for under the
provisions of the contract.
